Your business can save a lot of money if you handle the situation this way. After all, it is near impossible to just hire people in the new country and expect them to know what they are doing. You need people who already work for the company to go out there and get everything set up and also so that they can train the new people that you are hiring there. Also, you may want to keep some American employees on staff there because then you have better interaction between the different headquarters of the company.
